Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling has ordered the release of all compliant applications for licenses and registrations of socialized housing projects with complete requirements under updated rules within the first 10 working days of 2026.
Aliling said the move was meant to sustain the positive momentum in the nationwide implementation of President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program in 2026 and trigger economic activities in the housing and real-estate sector.
He directed senior supervising Undersecretary Sharon Faith Paquiz, concerned bureaus, and all regional offices to expedite the processing of certificates of registration and license to sell to ensure the sustained production and sale of socialized housing projects under the flagship Expanded 4PH.
The secretary stressed that such move would only apply to compliant private developers based on existing laws, rules and regulations.
Only applications with complete requirements will be released within the first 10 working days of 2026, he said.
