Citing initial investigation, the LTO said the video that went viral showed that the Ford Ranger driver with a red license plate acted violently while on a public road in Barangay Paliwas, Obando.

Lacanilao said such incident had posed a safety risk to other motorists and the public, and that this could be considered a violation of the traffic laws and regulations.

Both the owner and the driver were required to explain in writing why they should not be held accountable for the administrative charges of reckless driving and being an improper person to operate a motor vehicle.

The vehicle was temporarily placed on alarm, while the driver’s license was placed under a 90-day preventive suspension.

The LTO ordered the immediate surrender of the license.

Lacanilao stood firm on his stance against reckless and disorderly conduct on the road, and assured that he would continue to enforce traffic laws to safeguard public safety and maintain order on the roads nationwide.
