AT least enlisted personnel of the Philippine Fleet were promoted following the donning of pins led by the command’s chief Rear Admiral Joe Anthony Orbe, on Dec. 15, 2025, at the Naval Operating Base–Subic, Zambales.
In his remarks, Rear Admiral Orbe commended the newly promoted personnel for their accomplishments, which have been duly recognized by the Philippine Navy.

He emphasized that promotion carries responsibilities that extend beyond previously held ranks and positions, serving both as a reflection of past performance and a call to higher standards.
Orbe encouraged the promotees to view this milestone as inspiration to deepen their commitment to service, in a manner worthy of the ranks they now hold.
