Trade Secretary Cristina A. Roque has appointed Doris U. Gacho and Sergie T. Retome as acting executive directors of the Construction Industry Authority of the Philippines (CIAP) and the Philippine Contractors Accreditation Board (PCAB), respectively, as part of a wider revamp of the two agencies.
Roque said the officials will serve in an acting capacity until permanent appointments are made in line with Civil Service Commission (CSC) rules. She added that she is also preparing recommendations for new PCAB board members, from which President Ferdinand Marcos Jr. will make the final selections.
Both CIAP and PCAB are now under Roque’s direct supervision. She emphasized that the temporary designations will ensure continuity of operations while reforms are underway.
The trade chief also announced the creation of an oversight and fact-finding management team within the Department of Trade and Industry (DTI) to lead investigations, coordinate responses, and manage recovery measures on issues such as PCAB licensing. She said the mechanism will safeguard public interest and maintain stakeholder confidence.
