Malacañang on Saturday rebuked claims by contractor couple Cezarah “Sarah” and Pacifico “Curlee” Discaya that their firm did not handle the second phase of the Philippine Film Heritage Building (PFHB) construction project.
Palace Press Officer Claire Castro said the Discayas should review contracts of their company, Great Pacific Builders and General Contractor, Inc., with the Department of Public Works and Highways (DPWH).
She noted that the firm voluntarily entered into a contract for Phase 2 with DPWH’s Office of the District Engineer.
The contract, valued at P107.98 million, was signed on Jan. 2, 2025, and covers 240 calendar days, with an original expiry date of Sept. 4, 2025. Castro said the timeline disproves the Discayas’ claim that the project was completed in December 2024, months before the contract even began.
Castro earlier warned of possible legal action over the PFHB’s poor design and construction.
First Lady Liza Araneta-Marcos also criticized the structure in an Instagram post, calling it a “rotten monument of incompetence.”
