The Philippine National Police (PNP) announced on Black Saturday it has taken custody of three individuals linked to the kidnapping and murder of Filipino-Chinese steel magnate Congyuan Guo, also known as Anson Que/Tan, and his driver Armanie Pabillo.
In a press conference at Camp Crame, PNP spokesperson and Central Luzon Director Brigadier Gen. Jean Fajardo said two of the suspects were arrested in Roxas, Palawan on Friday evening, April 18. They were identified as Richardo Austria David (a.k.a. Richard Tan Garcia) and Raymart Catequista.
The third suspect known by his Chinese names as Xiao Chang Jiang/Yang Jianmin (a.k.a. David Tan Liao or Michael Agad Yung) surrendered to authorities on Saturday afternoon, according to Fajardo.
“The three suspects have also been referred to the Department of Justice (DOJ) for inquest proceedings along with the filing of a complaint for kidnap for ransom with homicide against them,” she added.
Law enforcement operatives recovered some of Que’s personal belongings—such as shoes, hats and others—from the hideout of David, who allegedly served as the driver when the victims were abducted and killed on March 29.
Que and Pabillo were found dead in Rodriguez, Rizal—two weeks after they went missing—sparking a strongly worded public statement of condemnation and appeal for justice from the Filipino-Chinese business community.
