4Ps, Duterte Youth, ACT-CIS lead in March party-list poll — SWS

Party-list groups 4Ps, Duterte Youth, ACT-CIS, and FPJ Panday Bayanihan continue to dominate the latest pre-election survey by Social Weather Stations (SWS), according to its poll conducted from March 15 to 20, 2025.

The survey, commissioned by the Stratbase Group, asked 1,800 registered voters nationwide which party-list they would vote for if the elections were held during the survey period. The survey has a ±2% margin of error.

Results showed that 4Ps remained the top choice, securing 10.44% of voter preference just two months before the May 2025 elections. Duterte Youth followed in second place with 8.42%.

ACT-CIS climbed to 3rd place with 5.29%, up from 4th in February, while FPJ Panday Bayanihan was ranked 4th with 4.17%. Ako Bicol rose from 11th to 5th with 2.51%, and Asenso Pinoy held steady in 6th place with 2.45%.

Senior Citizens dropped from 5th to 7th place, while TGP made a significant leap from 31st–32nd in February to 8th place with 2.05%. Agimat fell two spots to 9th with 2% support.

A total of 156 party-list groups are vying for congressional seats in the May 2025 elections, with party-list representatives accounting for 20% of the House of Representatives.

Stratbase Group President Dindo Manhit attributed the consistent performance of the leading groups to strong name recall and issue alignment.

“The sustained lead of 4Ps is largely attributed to its perceived alignment with the Pantawid Pamilyang Pilipino Program, a widely recognized social welfare initiative that resonates with many low-income Filipino families,” Manhit said.

He noted that Duterte Youth and FPJ Panday Bayanihan benefit from their ties to prominent figures in politics and entertainment, while ACT-CIS enjoys visibility through its association with media personalities.

As the elections approach, Manhit urged voters to look beyond name recognition and carefully evaluate the track records and platforms of party-list groups.

“While popularity and familiarity play a major role in shaping voter preferences, it is vital for Filipinos to look beyond name-recall when casting their votes,” he said.
