The Philippine National Police (PNP) reminded all uniformed personnel Tuesday to maintain the highest standards of professionalism after one of its cops received a lawsuit over his politically-charged social media posts.
The Quezon City Police District (QCPD) formally charged Patrolman Francis Steve Tallion Fontillas with Inciting to Sedition (Article 142 of the Revised Penal Code) in connection with the Cybercrime Prevention Act of 2012 over his comments on the recent arrest of former President Rodrigo Duterte.
This case stemmed from Fontillas’ unauthorized vlog posts and rants in connection with latest political developments involving Duterte and his ongoing case with the International Criminal Court (ICC).
According to the District Personnel Records and Management Division (DPRMD), Fontillas has been assigned to the District Personnel and Holding Admin Section (DPHAS) since February 20, 2025. But he was declared AWOL (Absent Without Official Leave) from March 6, 2025.
PNP Chief Gen. Rommel Francisco Marbil reiterated the organization’s firm stance on fairness and upholding the integrity of the police force. “The PNP is a promoter of law and order, not a platform for personal or political agendas,” he said.
“Let this serve as a warning: any police officer who violates our core principles of integrity, service, and professionalism will be held accountable by the law. We will never allow the public’s trust in the PNP to be eroded by political influence,” Marbil added.
The PNP has strongly emphasized its zero tolerance against political bias in the police force.
“Reminder to all PNP personnel to remain apolitical and maintain the highest ethical standards, not only in their duties but also in their personal lives, especially in the use of social media.”
The PNP also assured the public that the case will be tried with transparency and in accordance with due process as part of its commitment to serve with integrity and impartiality.
