Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian launched the Kaagapay Donations Portal, urging partner social welfare and development agencies (SWDAs) and institutions to utilize it fully.
He emphasized the portal’s role in creating a supportive environment for SWDAs, which the DSWD considers partners in social protection.
Gatchalian acknowledged the funding challenges faced by SWDAs and stated that the portal aims to create sustainability, enabling them to thrive and expand. He stressed the partnership between the DSWD and SWDAs, highlighting their collaborative role in social welfare.
The Kaagapay Donations Portal launch coincided with the unveiling of the Harmonized Electronic Licensing and Permit System (HELPS). These online systems create an ecosystem connecting donors and donees. SWDAs applying for certification, registration, licenses, and public solicitation permits will be automatically added to the portal, facilitating connections with prospective donors.
Gatchalian highlighted the portal’s efficiency, eliminating the need for SWDAs to physically solicit donations or navigate lengthy government processes for resource acquisition. The portal also enables local government units (LGUs) to connect with donors and receive cash or in-kind donations during calamities or disasters.
