Poe says LTFRB can allow motorcycle taxis to continue services

The absence of legislation should not threaten the jobs of over 60,000 motorcycle riders in the Philippines, according to Senator Grace Poe.

In a statement, Poe as chairperson of the Senate committee on finance, said the Land Transportation Franchising and Regulatory Board (LTFRB) has the authority to extend the provisional authority granted to Transportation Network Vehicle Service (TNVS) providers.

“The deadline for whether to continue this or not really lies with the LTFRB. They can have an extension pending the passage of the bill. They are the ones who will approve that,” she said on Saturday.

Poe also assured that she can file a senate resolution to provide legal cover for the LTFRB regarding the extension. “The resolution will be signed by the senators to indicate our support for the extension while we review the proposed legislation,” she said. 


Poe previously led discussions on motorcycle-for-hire legislation. She underscored the importance of motorcycle taxis as a safe and viable means of transport that has created thousands of jobs.

“To my fellow citizens, please do not worry because this motorcycle-for-hire service is very important, and it should not be halted by the LTFRB just because the law has not yet been passed,” Poe said.


The senator added that the pilot study on regulated motorcycle taxi operations has already concluded and will inform legislative efforts moving forward.

The LTFRB recently warned that without new legislation, motorcycle taxis could be classified as illegal when the current Congress ends.

Poe mentioned the need to still craft comprehensive regulations covering licensing, vehicle standards, and safety measures for effective implementation.

“Our passengers and providers alike can continue their operations because while we are drafting this law, their services and the use of these apps will remain available to ensure that our countrymen do not lose their means of transportation,” she said. 

“We need to be very specific and comprehensive with this law to ensure we will have a smooth rollout,” Poe concluded.
