Gatchalian seeks to establish BPLOs in local governments

Senator Sherwin Gatchalian is pushing for the creation of Business Permit and Licensing Offices (BPLOs) in local government units (LGUs) throughout the Philippines.

He argues that establishing a BPLO in every LGU would streamline business transactions and make government services more accessible to entrepreneurs.

“By establishing a BPLO in every LGU, we create a one-stop shop for business-related transactions, reducing the burden on our entrepreneurs and making government services more accessible and systematic,” he explained. 

“It complements the spirit of the Ease of Doing Business Act, which laid the groundwork for efficient service delivery,” added Gatchalian, a co-author of Senate Bill 1278 or the BPLO Act.

Reflecting on his tenure as mayor of Valenzuela, he recalled the challenges residents faced in securing business permits.

Gatchalian believes that institutionalizing BPLOs will create a welcoming environment for businesses, especially in non-urban areas.

“LGUs need to be ready and equipped to respond promptly and effectively to investor needs, particularly small businesses and startups to help generate employment opportunities for our people and underpin economic growth,” Gatchalian emphasized.

The Business Permit and Licensing Office (BPLO) Act is expected to significantly enhance the investment climate in the Philippines by streamlining permit processes, reducing bureaucratic hurdles, and promoting local economic growth, particularly in underserved areas.
