Schools to set up dedicated mental health facilities under new law

The Philippines has taken a significant step toward improving student well-being with the enactment of the Basic Education Mental Health and Well-Being Promotion Act, officially known as Republic Act No. 12080.

This landmark legislation aims to institutionalize mental health programs in all public and private schools, ensuring that students have access to essential mental health services.

“On top of experiencing what I call a ‘pandemic’ of mental health, the Philippines is also considered the bullying capital of the world. By ensuring the accessibility of mental health services, we can instill resilience in our learners, prevent suicides, and make our schools safer,” Senator Sherwin “Win” Gatchalian said.

The new law mandates the creation of School-Based Mental Health Programs designed to promote the mental well-being of learners.

Key components of these programs include screening, evaluation, and assessment of students’ mental health needs, as well as mental health first aid training for school staff.

The legislation also establishes crisis response and referral systems, mental health awareness initiatives, and preventive programs to address potential issues before they escalate.

To facilitate these services, every public school will be required to set up a Care Center, which will be staffed by qualified professionals, including Registered Guidance Counselors or Registered Psychologists.

This initiative aims to provide students with immediate access to trained personnel who can offer support in a safe and welcoming environment.

Additionally, the law calls for the establishment of a Mental Health and Well-Being Office within each Schools Division Office (SDO).

This office will oversee the implementation of mental health initiatives, ensuring that both students and Department of Education personnel receive the necessary support and resources.

Recognizing the pressing need for more trained professionals in schools, the legislation also introduces positions for School Counselor Associates.

These roles will be filled by individuals with relevant educational backgrounds, expanding the capacity for mental health support in educational settings.
