The Northern Luzon Command (NOLCOM) of the Armed Forces of the Philippines convened in Baguio City to strategize on defending against external threats.
Spearheaded by NOLCOM Commander LTGEN Fernyl G. Buca PAF, the meeting included Joint Task Forces (JTF) and Joint Task Groups (JTG) Commanders, the Commander of the Joint Special Operations Task Force Trident (SOCOM), and the Regiment Commander of the Light Reaction Regiment.
The forces gathered to design and develop a comprehensive territorial defense plan aimed at protecting Northern Luzon.
This initiative is part of the AFP’s gradual shift from internal security operations to territorial defense operations, incorporating the Comprehensive Archipelagic Defense Concept (CADC).
The meeting resulted in establishing a framework for NOLCOM’s comprehensive territorial defense plan for Northern Luzon.
“This framework is not a final document yet, but rather a solid foundation upon which we will continue to build and refine our strategy. We have outlined initial actionable steps and responsibilities for each commander, ensuring that our strategic planning process translates into concrete actions moving forward,” stated NOLCOM Commander LTGEN Fernyl G. Buca PAF during his speech at the closing ceremony of the Senior Leaders’ Meeting.
He emphasized the critical role of this meeting in ensuring effective defense strategies for Northern Luzon through coordinated efforts and strategic planning.
“Our work here today is more than just planning and strategizing. It is about our unwavering commitment to the defense of Northern Luzon and the security of our nation. We stand at a critical juncture in our nation’s history,” he added.
Buca urged senior leaders to reiterate and disseminate key points of the NOLCOM Defense/TDO plan to their units to ensure that every soldier understands their role within a broader strategy.
He encouraged continued collaboration and open communication, vigilance in identifying and addressing emerging threats to the region, and prioritizing ongoing training and development of personnel to enhance NOLCOM’s collective capabilities and readiness.
