Super Typhoon ‘Julian’ leaves Ilocos Norte under ‘State of Calamity’

The Sangguniang Panlalawigan of Ilocos Norte declared a state of calamity on Tuesday, following the destructive effects of Super Typhoon “Julian,” internationally known as “Krathon,” as outlined in Provincial Resolution No. 341-2024.

As of 5:00 PM, state weather bureau PAGASA downgraded all wind signals into Level 1 across affected northern Luzon provinces including Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Apayao, Abra, Kalinga, Mountain Province, Ifugao, Benguet, Batanes, Cagayan (including Babuyan Islands), Isabela, and Nueva Vizcaya.

According to the Ilocos Norte provincial government, the typhoon caused widespread flooding, damaged bridges and roads, and disrupted power and communication lines affecting several municipalities.

Initial estimates place agricultural damages at over P85 million, while losses in livestock and poultry reached P 385,000. Infrastructure damage assessments are ongoing.

Local disaster authorities confirmed two fatalities—one in Batac City and another in Laoag City—while one person remains missing in Paoay.

The state of calamity declaration enables the provincial government to quickly mobilize resources, including its Local Disaster Risk Reduction and Management Fund, to aid affected communities.

Ilocos Norte Governor Matthew Marcos Manotoc urged residents to stay vigilant and follow safety advisories, as PAGASA forecasts that “Julian” may re-enter the Philippine Area of Responsibility on October 2.

Relief operations led by the Provincial Social Welfare and Development Office and the Provincial Disaster Risk Reduction Management Office are already underway in the hardest-hit areas, as local authorities call on the Ilocano community to cooperate with government directives for their safety.
