Heavy rains, flood wake up Metro Manila as ‘Carina’ intensifies

Heavy downpour resulting in flash floods woke up residents in Metro Manila and other areas affected by the southwest monsoon and Typhoon ‘Carina,’ prompting Malacañang to suspend classes and work in government offices.

“In view of the forecasted continuous rainfall brought about by the Southwest Monsoon and Typhoon ‘Carina,’ work in government offices and classes at all levels in the National Capital Region (NCR) are hereby suspended at 5:00 a.m. today, 24 July 2024,” Executive Secretary Lucas Bersamin announced on Wednesday. 

The National Disaster Risk Reduction and Management Council (NDRRMC) recommended the suspension as Metro Manila, Cavite and Bataan were placed under red rainfall warning due to nonstop rains at early dawn. 

“The NDRRMC recommends the suspension of class and work in government offices within NCR,” said Office of Civil Defense (OCD) Administrator and NDRRMC Executive Director Undersecretary Ariel Nepomuceno in his letter to President Marcos.

Bersamin noted in his advisory that government agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue with their operations and render the necessary services.

“The suspension of work for private companies and offices is left to the discretion of their respective heads,” he added.

In its 5:00 a.m. weather bulletin, PAGASA said ‘Carina’ intensified further as it heads towards Taiwan. It was monitored at 360 kilometers (km) north-northeast of Itbayat, Batanes.
