The PAHAYAG non-commissioned survey for the second quarter of 2024 was released on Sunday, delivering mixed results for the Top 5 Philippine government officials, which highlight a steady yet complex political landscape.
President Marcos maintained a stable performance rating at 51 percent. His approval (44 percent) and trust (33 percent) ratings remained consistent, despite losing three points (from 52 percent in Q1 to 49 percent in Q2) across North Central Luzon (NCL), considered his political stronghold.
In contrast, Vice President Sara Duterte experienced a significant decline in her ratings. Her approval rating dropped from 53- to 46 percent; trust rating also declined from 46- to 41 percent. This decrease is particularly evident in NCL, where her approval ratings plummeted from 47- to 38 percent.
Even in her bailiwick, Mindanao, approval ratings fell from 75- to 68 percent, and trust ratings decreased from 67- to 65 percent. Despite these drops, however, Duterte still holds the highest approval and trust ratings among the top government officials.
PAHAYAG noted that her resignation from the Marcos Cabinet occurred at the end of the survey period (June 15 to 19, 2024), so it did not factor into the results of the study.
Senate President Francis Escudero, recently elected to his position, has also seen a decline in his ratings. His approval rating fell from 58- to 47 percent, and his trust rating dropped from 45- to 37 percent. Analysts suggest this decline is tied to his association with the Marcos administration.
House Speaker Martin Romualdez and Chief Justice Alexander Gesmundo have shown resilience in their ratings. Romualdez’s approval rating edged up from 25- to 27 percent in the second quarter, with his trust rating slightly rising from 18- to 19 percent. Gesmundo’s approval remains at 29 percent, with a marginal trust rating increase from 20- to 21 percent.
On the agency front, the Technical Education and Skills Development Authority (TESDA) tops the list with approval and trust ratings of 72- and 58 percent, respectively. The Armed Forces of the Philippines (AFP) follows closely with a 67 percent approval and 54 percent trust rating.

The second quarter PAHAYAG survey, conducted by PUBLiCUS Asia, Inc., is an independent and non-commissioned study. It was carried out using purposive sampling from a panel of over 200,000 registered Filipino voters maintained by PureSpectrum’s Singapore office, a US-based panel marketplace with a global reach.
