PNP Chief Marbil champions trust and innovation

Police General Rommel Francisco Marbil, who assumed command as the 30th Chief of the Philippine National Police (PNP) on April 1, 2024, is steering the PNP towards a future grounded in practicality, efficiency, and community trust.

In an interview with Manila Standard at his official residence inside Camp Crame, Marbil shared his vision for transforming the PNP. Unlike many high-ranking officials, he does not employ flashy escorts, embodying his belief in accessibility and community engagement. “A PNP chief should be approachable and not surrounded by guards,” he explained.

Marbil’s strategic approach to modern policing is influenced by his passion for learning and knowledge, traits reflected in his data-driven methods. As a family man and devout Catholic, Marbil’s values shape his compassionate and ethical leadership style.

Marbil understands that for the police to effectively serve and protect, they must first gain the trust of the community. He emphasizes the need to focus on crime prevention and ensuring the well-being of police officers, creating a “circle of happiness” that will enable officers to better care for the public.

“Keeping the community safe is a partnership between the police and the people,” Marbil explained. “We are building trust by being transparent and accountable.”

Marbil’s vision extends beyond the PNP, emphasizing the importance of collaboration with the community and other sectors. He believes that problems like drug abuse require a multi-faceted approach involving education, community support, and legal frameworks like the SIM card registration law.

“We are closer to the people now,” Marbil said. “We rely on community reports and work together to keep everyone safe.”

One of Marbil’s primary initiatives is the revitalization of the 911 emergency response system, initially focusing on Metro Manila. By incorporating artificial intelligence (AI) technology, the PNP aims to significantly improve response times. Marbil emphasizes that more police on the ground means safer communities.

“We want to make use of AI technology to streamline our operations,” Marbil said. “When you go to a police station, we want you to feel that your concerns will be acted upon promptly.”

In today’s digital age, Marbil is pushing for the digitalization of the PNP’s services to enhance efficiency and public safety. This includes simplifying processes like obtaining firearms permits and integrating CCTV systems across the country.

Marbil highlighted the importance of the Open Access in Data Transmission Act to improve the interconnection of CCTV systems, which will enhance crime prevention and resolution capabilities.

Cybercrime is a growing concern, and Marbil acknowledges the need for significant investment in technology and collaboration with various stakeholders to combat this threat effectively. The PNP has opened a cybersecurity command center to protect the vast amount of information they handle.

“Cybercrime requires continuous funding and collaboration,” Marbil noted. “AI can help us stay ahead of bad actors.”

Marbil’s approach to policing places a strong emphasis on the preservation of human life. He advocates for solving cases correctly to ensure justice is served without wrongful convictions, aligning with President Ferdinand Marcos Jr.’s guidance to value human life and avoid shortcuts in the justice system.

“We do not want brutality,” Marbil stated. “We need a comprehensive approach to tackling issues like illegal drugs.”

A critical aspect of Marbil’s strategy involves enhancing the training and development of police personnel. By equipping officers with modern skills and knowledge, the PNP aims to improve their effectiveness in handling contemporary challenges.

“Training is crucial,” Marbil emphasized. “We need to continuously update our officers’ skills to keep up with the evolving nature of crime.”

Marbil’s vision includes strengthening community policing efforts, where police officers work closely with local residents to address issues and build trust. This approach fosters a collaborative environment where citizens feel safe to report crimes and cooperate with law enforcement.

“Community policing is about being visible and approachable,” Marbil explained. “This partnership is essential for effective crime prevention and resolution.”

To rebuild public trust, Marbil is committed to increasing transparency and accountability within the PNP. This involves implementing measures to ensure that police actions are documented and reviewed, and that officers are held accountable for their conduct.
