Streamlined process under ATA Carnet System to boost PH exports—DTI

Trade Secretary Alfredo Pascual said the newly-launched ATA Carnet System is a “significant leap forward that will empower Philippine exporters to move goods across borders without incurring import duties or value-added tax in host countries.

“The ATA Carnet System represents a significant leap forward for Philippine businesses as it allows them to temporarily move goods across international borders without the burden of import duties and value-added tax in the host countries,” Pascual said during the launch of the ATA Carnet.

The ATA Carnet System, established under the Convention on Temporary Admission (Istanbul Convention), will simplify customs procedures for Philippine exporters. It replaces multiple documents with a single, comprehensive document, facilitating temporary exports to over 80 countries and territories.

The streamlined process will reduce financial burdens and expedite the movement of goods, making international trade shows, exhibitions and events more accessible for Philippine businesses.

The system is anticipated to boost international trade and enhance the country’s attractiveness as a destination for international events, as outlined in the Philippine Export Development Plan (PEDP).

It is also expected to stimulate tourism, create jobs and contribute to the overall economic development of the Philippines.

The launch of the ATA Carnet System is the result of a collaborative effort between the DTI, the Department of Finance, the Bureau of Customs and the Export Development Council (EDC).

The International Chamber of Commerce-Philippines (ICC Philippines) expressed its full support for the Philippine Chamber of Commerce and Industry (PCCI) becoming the national issuing and guaranteeing association of ATA Carnet in the Philippines.

ICC Philippines expressed confidence in PCCI’s ability to streamline trade processes and connect the Philippines to international market trends.
