Department of Transportation Secretary Giovanni Lopez said Tuesday that electronic driver’s licenses are now fully recognized as valid identification for motorists, following a directive from President Ferdinand Marcos Jr. to expedite administrative processes.
Department Order No. 2023-015 authorizes the use of digital licenses alongside physical cards. Under the new guidelines, Land Transportation Office enforcement officers and deputized agents should accept the electronic format as a valid form of authorization to operate a motor vehicle.
Lopez said motorists who do not have their physical cards can present their digital license through the Land Transportation Management System portal during traffic stops.
The secretary noted that the availability of digital credentials eliminates the need for authorities to confiscate physical licenses.
The digital license is accessible through the LTMS portal or the eGovPH Super App. Motorists should maintain an active account on these platforms to present their credentials to law enforcement.
The Department of Transportation also announced that fines associated with a temporary operator’s permit can now be settled online.
Lopez said the shift to digital payments and licensing is part of a broader government effort to make public services more convenient.
Official records indicate that the digital license is automatically generated upon the issuance or renewal of a permit.
While the government continues to issue physical cards, the digital version carries the same legal weight under the current department order.
