LEDAC prioritizes bill disqualifying relatives in government contracts

The Legislative-Executive Development Advisory Council (LEDAC) has approved 44 new priority legislative measures for the 20th Congress, including the amendments to the Bank Deposits Secrecy Law and disqualifying relatives of officials (up to fourth degree) in government contracts.

It also identified as priority measures the bills requiring civil servants to waive bank secrecy, amendments to the Anti-Money Laundering Act, masterplan for infrastructure and national development and law on online gambling.

This reaffirms LEDAC’s commitment to President Ferdinand Marcos Jr.’s legislative agenda, the Department of Economy, Planning and Development (DEPDev) said in a statement Wednesday.

The measures, known as the Common Legislative Agenda (CLA), were adopted during LEDAC’s first meeting for the 20th Congress on Sept. 30, presided over by Marcos. The bills are aimed at driving social and economic transformation.

DEPDev Secretary and LEDAC Secretariat head Arsenio Balisacan presented a shortlist of 33 proposed measures from executive agencies, which were evaluated based on their alignment with the President’s priorities, including those outlined in his State of the Nation Address (SONA) and the Philippine Development Plan 2023-2028. An additional 11 bills were proposed by the Senate and the House of Representatives.

Two new priority measures stem directly from Marcos Jr.’s 4th SONA: amendments to the Coconut Farmers and Industry Trust Fund Act, which seeks to improve the Fund’s responsiveness to the needs of coconut farmers and amendments to the Pantawid Pamilyang Pilipino Program (4Ps) Act, which aims to ensure family-beneficiaries achieve self-sufficiency before leaving the program.

The council also reaffirmed support for nine key measures carried over from the 19th Congress, including: the Department of Water Resources (DWR) Bill, the Waste-to-Energy Bill, Amendments to the Electric Power Industry Reform Act (EPIRA), the National Land Use Act, Excise Tax on Single-Use Plastic, the Blue Economy Act, the Amendments to the Bank Deposits Secrecy Law, the Progressive Budgeting for Better and Modernized Governance Act, and Amendments to the Fisheries Code.

The remaining priority measures cover a broad range of areas, including education, health, social protection, agriculture, food security, governance, transparency, economic competitiveness, and digital transformation.

“We aim to sustain the strong momentum we established during the 19th Congress… we are confident in our ability to push forward a legislative agenda that delivers meaningful change and a brighter future for all Filipinos,” said Balisacan.

During the 19th Congress, 40 priority bills were enacted, marking the highest number of measures passed since the 10th Congress under the Ramos Administration.
