BCDA earned 92.34% in 2023 performance score

State-run Bases Conversion and Development Authority (BCDA) earned an overall score of 92.34 percent in the Governance Commission for GOCCs (GCG) 2023 Performance Scorecard.

“I would like to acknowledge the men and women of BCDA for their diligence and excellence in achieving targets that contribute to our nation’s development. This accomplishment underscores our commitment to being responsible stewards of state assets and a cornerstone of national growth,” said BCDA chairman Hilario Paredes.

BCDA’s high ratings were attributed to its continued progress on key projects, including the on-schedule construction of the Airport to New Clark City Access Roads Phases 2 and 3, P4 billion remittance to the national government, and the signing of development contracts for mixed-use areas benefiting local communities.

BCDA’s achievements also included the timely award of consulting services for the Detailed Architectural and Engineering Design for New Clark City Projects, a 98 percent overall client satisfaction rating and recertification under ISO9001:2015 for the provision of conversion, development, real estate management and engineering services.

“We are committed to maintaining this level of excellence in service for our stakeholders, which includes the Armed Forces of the Philippines and the surrounding communities of our high-impact projects. We appreciate the GCG for recognizing BCDA’s dedication to good governance, excellence, and sustainable development,” said BCDA president Joshua Bingcang.

The BCDA’s performance scorecard outlines its committed targets in improving military facilities, developing livable communities, remitting funds to the AFP and national government, delivering quality infrastructure projects, promoting synchronized development of special economic zones and fostering stakeholder partnerships.

The scorecard also emphasized internal control systems, certifications under international standards, and institutional sustainability based on revenue generation and cost management.

BCDA was also recognized as one of the top-ranking GOCCs in 2022, securing an overall score of 96.8 percent on the performance scorecard.

The performance scorecard forms part of GCG’s performance evaluation system (PES), and a basis for awarding performance-based incentives, determining the reappointment eligibility of appointive directors, and assessing a GOCC’s performance and continuity.
