The Philippine Independent Power Producers Association (PIPPA) asked Energy Regulatory Commission (ERC) acting chairman Jesse Hermogenes Andres to expedite the resolution of outstanding issues affecting the power generation sector.
PIPPA president Anne Montelibano said while the six-month temporary suspension of ERC Chairperson Monalisa Dimalanta is “unfortunate,” the group remained optimistic that Andres would prioritize key matters during his tenure as officer-in-charge.
Montelibano highlighted the importance of addressing the secondary price cap (SPC), which PIPPA initially sought to remove but now supports increasing. The SPC is a protective measure implemented by the ERC to prevent excessive electricity prices.
PIPPA also called on the ERC to review the reliability performance indices and outage allowances for power generators. The group previously criticized the current reliability standard rules as “flawed” due to their failure to account for the technical and economic challenges faced by the generation sector.
Montelibano also expressed hope that the ERC would resolve the remaining 70 percent of unsettled payments related to the previous suspension of the reserve market.
She stressed the need for the ERC to consider the unique challenges faced by small power generation firms in complying with initial public offering (IPO) requirements.
PIPPA represents 28 companies involved in power generation, accounting for over 82.8 percent (13,549.40MW) of grid installed capacity in the Philippines.
