The Anti-Red Tape Authority (ARTA) and Smart Communications (Smart) signed a memorandum of agreement (MOA) on Sept.17, 2024, providing additional support to the PaspasPilipinasPaspas Project.

The project aims to boost the streamlining and digitalization of business permits, related clearances, licenses and authorizations of local government units (LGUs) across the country.

Under the MOA, Smart committed to providing 100 computer units — 50 desktops and 50 laptops — to selected LGUs nationwide. These units will be crucial for establishing and operating their respective electronic Business One-Stop Shop (eBOSS).

“Smart has been one of our most valuable partners in this endeavor, actively participating in collaborative meetings and helping shape policies and guidelines that ensure the efficient deployment of telecommunications towers,” said ARTA Secretary Ernesto Perez.

Section 11 of Republic Act (RA) No. 11032, or the Ease of Doing Business (EODB) Law, mandates all cities and municipalities to automate their business permitting and licensing systems or establish an eBOSS.

Smart chairman and chief executive Manuel Pangilinan underscored the company’s commitment to helping digitize government operations.

“I would like to reaffirm, on behalf of PLDT-Smart and the MVP Group, our commitment to you [ARTA] and our support to the Marcos administration,” he said.
