The Chamber of Automotive Manufacturers of the Philippines Inc. (CAMPI) asked the government to include hybrid electric vehicles (HEVs) in the list of vehicles enjoying preferential tariff under Executive Order No. 12.
EO 12 grants preferential tariffs to electric vehicles (EVs) only.
CAMPI president Rommel Gutierrez underscored the need to extend and broaden EO 12, given its potential to accelerate the adoption of electrified vehicles in the Philippines.
“We welcome the review of EO 12. [We have to] adopt a multiple pathway approach to achieve the desired volume target of electrified vehicles on the road,” Gutierrez said in a statement.
CAMPI commended the National Economic and Development Authority for its initiative to review the policy and expressed support for its expansion to encompass e-motorcycles and HEVs, aligning with the provisions outlined in Section 2 of the EO.
The said that including HEVs in the program would significantly boost their affordability and market presence, ultimately leading to widespread adoption.
Gutierrez acknowledged the growing consumer interest in HEVs and their environmental and user benefits, highlighting their potential to contribute significantly to the country’s transition towards sustainable transportation.
NEDA confirmed that the Tariff Commission would conduct a public hearing to gather feedback on the proposed extension and expansion of EO 12.
The review process will adhere to the established guidelines defined in Section 1608 of the Customs Modernization and Tariff Act. The Committee on Tariff and Related Matters and the NEDA Board will evaluate the findings.
“The review shall carefully consider all the views and comments of stakeholders, taking into account the current market conditions. The review aims to ensure that we meet the policy objectives of EO 12 by further encouraging the adoption of EVs and fostering the growth of the domestic EV market,” NEDA said.
NEDA encouraged stakeholders to actively participate in the public hearing and contribute their insights.
