Three-strike policy

Motorists line up at the toll booth of an RFID (radio frequency identification) lane on Mindanao Avenue Expressway on Thursday. The Toll Regulatory Board is set to enforce a “three-strike” policy against motorists who enter RFID-only lanes on expressways without any load to avoid disruptions and inconveniences to compliant RFID users.
