Gov’t expands housing options for the poor

The Department of Human Settlements and Urban Development is adding more housing options for informal settler families (ISFs) through high-density housing component under the President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

“With the inclusion of the high-density housing in the Expanded 4PH Program, it will open more opportunities to have more safe  shelter units for our poor fellow citizens,” DHSUD Secretary Jose Ramon Aliling said.

In Department Order 2025-021 issued on December 9, the DHSUD integrated high density housing (HDH) component under the Expanded 4PH that aims to address the challenges posed by limited land availability and high urban density.

He cited this as a huge boost to the administration’s flagship housing program, focusing on improving the standard of living of ISFs in urban areas.

The HDH is a redevelopment strategy focusing on accommodating a significant number of ISFs in multi-storey residential buildings, which may be implemented either by an in-city or near site relocation or a land sharing arrangement.

To be implemented by the Social Housing Finance Corp., beneficiaries of the program are those families living in areas along the waterways in highly urbanized cities of the National Capital Region.

“We have several successful projects under this scheme and we have improved several policies to significantly enhance the implementation side,” Aliling said.
