Immigration stops Chinese fugitive fleeing to US

THE Bureau of Immigration (BI) has intercepted a Chinese national wanted for large-scale fund misappropriation in China, BI Commissioner Joel Anthony Viado said.

Viado identified the fugitive as Hao Bin, who was stopped at the Ninoy Aquino International Airport (NAIA) Terminal 1 on Dec. 1 while about to leave for Singapore on his way to the United States.

BI INTERPOL Unit chief Peter David de Guzman said Hao was flagged through the bureau’s Advance Passenger Information System (APIS), which analyzes passenger data prior to arrival for advance vetting.

Hao is the subject of a 2024 Interpol red notice for allegedly misappropriating funds in violation of Article 272 of China’s criminal law, a charge that carries a maximum penalty of 15 years in prison. Chinese authorities reported that between 2019 and 2022, Hao and her associates used their positions to embezzle more than CNY 977.85 million, roughly ₱8.1 billion.
