Regional disaster councils across the country have activated heightened preparedness measures as Tropical Cyclone “Tino” and a prevailing Shear Line threaten parts of Luzon and the Visayas, with possible spillover impacts in Mindanao.
In CALABARZON, the Regional Disaster Risk Reduction and Management Council (RDRRMC), through the Office of Civil Defense (OCD) CALABARZON, convened a Pre-Disaster Risk Assessment (PDRA) Scenario Building Meeting on November 2 to assess the potential effects of the weather systems.
Provincial and regional DRRM officials reported their readiness measures, including resource inventory, coordination with local councils, and activation of emergency operations centers.
RDRRMC CALABARZON Chairperson Carlos Eduardo Alvarez III emphasized the importance of proactive steps, such as preemptive evacuation in high-risk areas, enforcement of no-sail policies in zones under Tropical Cyclone Wind Signals (TCWS), and strict monitoring of stranded passengers during Undas.
“The RDRRMC CALABARZON Emergency Operations Center (EOC) remains on Blue Alert Status to closely monitor the situation during Undas and the anticipated weather disturbances.” The agency said.
Meanwhile, in Western Visayas, the RDRRMC VI, led by Chairperson and OCD Regional Director Raul Fernandez, issued a call for “all hands on deck” as the storm moves closer to the region and may intensify into a typhoon.
Fernandez urged all DRRMOs, response agencies, and local government units to ensure preemptive evacuation, preposition food and non-food items—especially in island barangays—and have ready response teams and mobility assets.
Predictive analytics from DSWD VI estimate that up to 466,044 families, or 2.33 million individuals, may be affected across 3,227 barangays in Aklan, Antique, Capiz, Iloilo, and Guimaras. The MGB VI has identified multiple areas at risk of flooding and landslides.
In Northern Mindanao, the RDRRMC Region X likewise conducted its PDRA meeting under the leadership of OCD Regional Director Antonio Sugarol, with participation from cluster agencies and local DRRM offices.
PAGASA’s Mindanao Regional Services Division reported that “Tino” could make landfall by the evening of November 3 or early November 4, likely in Caraga or Eastern Visayas, bringing heavy rain, strong winds, and storm surges to Northern Mindanao.
