Only four out of the 15 flood control project contractors mentioned by President Ferdinand Marcos Jr. have no derogatory records with the Department of Public Works and Highways (DPWH) based on the regular Contractors’ Performance Evaluation System (CPES).
According to the Philippine Center for Investigative Journalism (PCIJ), the list of contractors found with satisfactory ratings include Centerways Construction and Development Inc., Eight J’s Construction Services, Royal Crown Monarch Construction and Supplies and Topnotch Catalyst Builders Inc.
The quarterly CPES of the DPWH Quality Assurance Unit is used to ensure that every contractor complies with all the requirements needed to complete a project within the given period. This is also used as a basis in determining if payment should already be made for a project.
Companies reportedly with poor and unsatisfactory CPES ratings include Legacy Construction Corporation that has 133 projects and the companies owned by Sarah and Pacifico Discaya namely Alpha and Omega General Contractors and St. Timothy Construction Corporation.
President Marcos has ordered an investigation into these contractors and vowed to blacklist those behind defective projects.
The DPWH uses its quarterly CPES to ensure compliance with project requirements and determine payment eligibility.
DPWH Secretary Vince Dizon has taken action against several DPWH officials linked to the flood control mess.
He also ordered the blacklisting of Wawao Builders, the contractor for a “ghost project” in Plaridel, Bulacan valued at P 96.5 million, and SYMS Construction Trading involved in questionable flood control projects.
