12 cops tagged in missing ‘sabungeros’ case face administrative charges

The National Police Commission (Napolcom) found probable cause to file administrative charges against the 12 police officers accused of being involved in the case of the missing “sabungeros” (cockfight enthusiasts).

Napolcom Inspection, Monitoring & Investigation Service (IMIS) Staff Service Chief Edman Pares said the finding is based on the affidavit of whistleblower Julie “Dondon” Patidongan.

Three ranking officers and nine non-commissioned officers comprise the 12 cops named by Patidongan.

Among them are Police Col. Jacinto Rodriguez Malinao Jr., Police Lt. Col. Ryan Jay Eliab Orapa, and Police Maj. Mark Philip Simborio Almedilla. They were formally charged with grave misconduct, grave neglect of duty, and conduct unbecoming of a police officer, according to Pares.

Meanwhile, the non-commissioned officers were charged with grave misconduct and conduct unbecoming of a police officer.

They include Police Executive Master Sgt. Aaron Ezrah Lahagit Cabillan, Police Chief Master Sgt. Arturo Opalla Dela Cruz Jr., Police Staff Master Sgt. Joey Natanauan Encarnacion, Police Staff Master Sgt. Mark Anthony Aguilo Manrique, Police Staff Master Sgt. Anderson Orozco Abary, Police Staff Sgt. Alfredo Uy Andes, Police Staff Sgt. Edmon Hernandez Muñoz, Police Staff Sgt. Renan Lagrosa Fulgencio, and Police Cpl. Angel Joseph Ferro Martin.

The administrative case will now proceed against the tagged cops, who may face removal from service.
