The rise of Alice Guo in the local government of Bamban, Tarlac was orchestrated by the Chinese State Security, which allegedly funded her 2022 political campaign, a Senate committee hearing led by Deputy Minority Leader Risa Hontiveros revealed Tuesday.
Wang Fu Gui, a former associate of self-proclaimed Chinese spy She Zhijiang, supported in an interview by Hontiveros’ office earlier allegations that Guo was an agent of China’s Ministry of State Security.
His claims were part of a video presentation during the Senate’s continued probe into the defunct Philippine Offshore Gaming Operators (POGOs) and its connections with various crimes including large-scale scamming and espionage.
Wang described Guo as a low-level spy, with her Chinese background being a significant vulnerability. He also suggested that Guo’s fake Filipino identity was a factor in her compliance with state security directives.
He noted similarities between Guo and She, indicating they both followed orders from Chinese intelligence operatives. The declassified information in She’s possession allegedly contains extensive details about Guo’s background, although only a portion was revealed.
Wang further alleged that Guo’s ties to espionage extend to POGO and scamming operations, which he linked to China’s broader intelligence strategy, including its Belt and Road initiative.
Guo, who attended the Senate hearing where Wang’s testimony was aired, has yet to respond to these latest accusations. She previously denied all claims made in an Al Jazeera documentary on She that first linked her to Chinese state security.
In addition to these allegations, Guo faces multiple legal challenges, including human trafficking, graft, money laundering, and tax evasion charges.
