DBM presents 2025 national budget to President Marcos

President Marcos received the proposed 2025 National Expenditure Program (NEP) from the Department of Budget and Management (DBM) led by Secretary Amenah Pangandaman at a presentation in Malacañang on Wednesday.

The proposed budget for 2025 stands at P6.3 trillion, an increase from the P5.7 trillion budget in 2024.

In a previous statement, Pangandaman highlighted a significant decrease in confidential and intelligence funds (CIFs) in the proposed 2025 budget compared to the 2024 General Appropriations Act (GAA).

The DBM approved a total of P10.29 billion for CIFs, with P4.37 billion allocated for confidential expenses and P5.92 billion for intelligence expenses, marking a 16 percent decrease from the P12.38 billion allocated in 2024. 

Pangandaman noted that the DBM received CIF budget proposals totaling P11.39 billion from various agencies and emphasized that they must adhere to guidelines on the use of these funds.

The Office of the President (OP) has allocated a proposed budget of P10.4 billion for 2025, which includes P2.2 billion for confidential funds and P2.3 billion for intelligence funds. This amount is slightly lower than the OP’s 2024 budget of P10.6 billion.

The DBM also turned over the 2025 NEP to the House of Representatives on Monday, July 29.
