The state-run Bases Conversion and Development Authority (BCDA) identified three operational facilities that can serve as alternatives to the Kalangitan sanitary landfill in Capas, Tarlac once its contract expires later this year.
BCDA chairman Delfin Lorenzana assured local government units (LGUs) that they have “more than enough capacity” to handle their waste disposal needs.
“To those LGUs who use the Kalangitan [landfill], please do not worry as there are facilities where you can dispose of your garbage. We have three and a half months to arrange the transition from Kalangitan to these three facilities,” Lorenzana said over a Net 25 interview.
The identified landfills include a facility operated by Eco Protect Management Corp. with a daily capacity of 2,500 metric tons; a sanitary landfill managed by Florida Blanca Enviro Park Project Corp. with a capacity of 3,500 MT per day; and a materials recovery facility by Prime Integrated Waste Solutions Inc. with a 5,000 MT daily capacity.
“In total, the capacity is already 11,000 MT for these three facilities in Central Luzon, mostly in Pampanga. Metro Clark has an average capacity of 2,500 MT. So these three facilities are enough to service the LGUs surrounding Clark,” Lorenzana said.
He said the contract between Clark Development Corp. (CDC) and Metro Clark Waste Management Corp. (MCWMC) could not be renewed or extended.
The BCDA’s legal counsel confirmed that extending the contract, even temporarily, would violate the Build-Operate-Transfer (BOT) Law.
The BCDA said it is actively exploring long-term solutions through studies and benchmarking successful waste management projects in other countries to identify alternative solutions that minimize disruption to garbage collection and promote sustainability in Tarlac, Pampanga and surrounding areas.
