Press Secretary Trixie Cruz-Angeles administered the oath of office to Arcena on Friday, September 9, 2022.

“I thank the President for his trust and confidence. Rest assured, I will continue to work hard serving the Filipino people,” Arcena posted on his social media page.

Under the Duterte administration, Arcena spearheaded the creation of the Office of the Global Media and Public Affairs that led in the promotion and dissemination of government policy messages to the international media and foreign audiences.

He introduced innovations in the PCOO, such as the first virtual presser in the country and reporting tours that gained the government communications arm’s first international recognitions.

During the onset of the pandemic, Arcena developed content such as documentaries, explainers, digital campaigns, and information caravans, among others, to effectively communicate government policies and information, especially on the COVID-19 pandemic.

Among the awards he received are the “Media Hero of the Year 2021” and “Goverment Hero of the Year 2021” from the Asia-Pacific Stevie Awards, and the “Media Hero of the Year 2021” from the International Business Awards. The Stevie Awards is the world’s premier award-giving body that recognizes innovations in the workplace.

Recently, Arcena’s virtual presser received a merit award from the Philippine Quill Awards of the International Association Business Communicators (IABC).

He also received nominations from the 2021 Asian Television Awards and Catholic Mass Media Awards for his documentaries and digital content, among others.

His other innovations also won Stevie Awards, Quill award, and UP Gandingan Awards, among others.

Prior to joining the Philippine government, Arcena previously worked as senior media specialist at the U.S. Department of State and a political reporter for TV5.Attachments area
