Energy Secretary Raphael Lotilla signed the implementing rules and regulations on Republic Act No. 11697, or the Electric Vehicle Industry Development Act.
Lotilla said he signed the IRR on Sept. 2. It was published on Sept. 5 and would take effect on Sept. 20.
The new law identified the need to reduce the country’s reliance on imported fuel by developing an enabling environment for electric vehicles. It called for creating a Comprehensive Roadmap for the Electric Vehicle Industry to serve as a national development plan for the EV industry.
RA 11697 also recognizes the need for intervention measures to spur the industry’s growth and potential, including incentives, demand generation and industry development and roles and functions of government offices.
“Other challenges remain in implementing and issuing additional implementing rules and regulations. Still, I am sure, and I am confident that we will be able to move on those,” Lotilla said.
