The Makati City government is set to release on Monday P10,000 each to all regular, casual, and contractual city employees as their service recognition incentive (SRI).
Mayor Abigail Binay said following President Rodrigo Duterte’s Administrative Order No. 45 authorizing the grant of said incentive, she immediately requested the Sangguniang Panlungsod to enact an appropriation ordinance authorizing the release of SRI for fiscal year 2021.
“We are glad that Makati was able to satisfy the criteria and conditions to be eligible for the grant of SRI for 2021. It is a well-deserved reward for the tireless dedication of our employees in rendering public service to our Proud Makatizens, undaunted by these challenging times we live in,” Binay said.
The city chief executive said Makati was the only local government unit in Metro Manila that satisfied the eligibility criteria set under DILG-DBM Joint Memorandum Circular 2021-01. These include being a consistent passer of the Good Financial Housekeeping (GFH) from FY 2014 up to the most recent assessment period, as of Nov. 5, 2021 (20 points).
The rest of the scoring system used in the assessment of LGUs include Updated Citizen’s Charter (10 points), Sustained Compliance with Audit Findings (10 points), and Performance Rating System Consistent with SPMS (10 points).
In a special session held December 29, the Sangguniang Panglungsod approved on final reading City Ordinance No. 2021-289 appropriating the amount of P82.82 million for the grant of SRI of not more than P10,000 each to all regular, casual, and contractual employees of the city government, pursuant to Administrative Order No. 45.
Employees from the following departments and offices will receive the SRI: Office of the Mayor (P2.16 million), Office of the Vice Mayor (P800,000), City Council (P3.3 million), Office of the Secretary to the City Council (P200,000), Urban Development Department (P1.43 million), Office of the City Administrator (P930,000), Internal Audit Services (P220,000), Liga ng mga Barangay (P190,000), Human Resource Development Office (P860,000), Information and Community Relations Department (P380,000), International Relations Department (P210,000), Budget Department (P340,000), Finance Department (P1.25 million), Assessment Department (P480,000), Accounting Department (P1.2 million), Business Permit Office (P770,000), Civil Registration Office (P490,000), and Economic Enterprise Management Office (P380,000).
Other allocations include the Health Department (P5.72 million), Ospital ng Makati (P12.61 million), Social Welfare Department (P2.83 million), Veterinary Services Department (P220,000), Makati Action Center (P7.88 million), University of Makati (P5.96 million), Education Department (P1.2 million), Youth and Sports Development Department (P1.1 million), Museum and Cultural Affairs Office (P180,000), Cooperative Development Office (P210,000), Public Employment Service Office (P200,000), Department of Engineering and Public Works (P4.05 million), City Building Official (P1.43 million), Department of Environmental Services (P7.38 million), General Services Department (P3.77 million), Law Department (P930,000), Public Safety Department (P9.24 million), and Makati Disaster Risk Reduction and Management Office (P2.32 million).
The ordinance was authored by Councilors Rene Andrei Saguisag Jr., Armando Padilla, Benedict Baniqued, Virgilio Hilario Jr., Luis Javier Jr., Anna Alcina Yabut, Dennis Almario, Martin John Pio Arenas, and Kristina Sarosa.
Last December 24, President Duterte signed AO No. 45, which grants a one-time incentive to government employees who have rendered at least four months of satisfactory service as of November 30, 2021.
