Belmonte orders E-CLIP committee re-formed in QC for ex-rebels

Quezon City Mayor Joy Belmonte on Monday ordered the reconstitution of the enhanced comprehensive local integration program committee that is tasked to provide assistance, such as livelihood, educational and medical aid, to rebel returnees or former rebels.

She issued Executive Order No. 40 to gather the E-CLIP, which now includes the mayor as the chairperson, commanding officer of the local Armed Forces of the Philippines reserve brigade as co-chairperson, and representatives from the Social Services Development Department, Department of the Interior and Local Government, Quezon City Police District, and civil society organizations as members.

According to Belmonte, the committee shall ensure the delivery of services under the national government’s E-CLIP program, as well as ensure proper documentation and referral needs of former rebels to appropriate agencies and partner institutions.

The executive order mandated the SSDD to facilitate the profiling of the ex-rebels, assist them in completing the E-CLIP enrollment form, assist in the preparation of their integration and business plans, and resolve issues and concerns affecting the implementation of the E-CLIP.

Social services shall also assist the Philippine National Police and the AFP in providing security to the former rebels, including their families and communities, facilitate their employment in government offices.

They must also submit accomplishment reports to the DILG and Department of National Defense, monitor and maintain records at the local government offices, coordinate and monitor the E-CLIP implementation in the city, and provide updates to the QC Peace and Order Council.

While the DILG funds the E-CLIP under the General Appropriations Act, the city government should incur the administrative costs and expenses for the program, the mayor said.
