Senator Cynthia Villar, chairperson of the Committee on Environment and Natural Resources, asks lawyer Patrick Lester Ng Ty, chief regulator, Metropolitan Waterworks and Sewerage System, about untreated wastewater in waterways. Under Republic Act 6234, MWSS has the authority to construct, maintain and operate waterworks and sanitary sewerages in Metro Manila and some areas in Rizal and Cavite provinces.
