The Department of Information Communications and Technology is confident an oversight committee will adopt the highest committed level of a service model for the selection of the third telecommunications player over the proposal of the Department of Finance to auction frequencies.
DICT Secretary Eliseo Rio said the oversight committee would convene on Friday to set the selection process for a new major player in the public telecommunications market.
The committee, composed of the DICT, the Department of Finance, the Office of the Executive Secretary and the National Security Adviser, is set to decide on the formulation of the final terms of reference for the selection process.
Rio said the agency was “very confident” in the viability of the HCLos model in choosing a truly competent telco player and “one that is dedicated to service and not just for profit.”
The HCLoS model is consistent with the terms of reference being backed by the DICT as it geared toward allowing the new major player to compete with the incumbent players.
