De la Cruz has over 30 years experience as workers’ advocate, diplomat, journalist, management consultant and organizer.

A product of the public school system in his earlier years, De la Cruz served as president of the student council of Ateneo de Manila University, and concurrently as editor-in-chief of the school paper, Pandayan in 1972.
In 1981, he was a Ten Outstanding Young Men awardee for Employment and Workers’ Welfare.
