THE National Housing Authority has filed charges of breach of contract against some housing beneficiaries and a buyer in Zamboanga City before a lower court.

General manager Marcelino Escalada Jr. ordered the filing of the charges against original unit beneficiaries Armin Joe Pakkal and Sarip Juaad Ismail, as well as buyer Ali Akbal Mohammad Kahal before the Zamboanga City Regional Trial Court.

The charges emerged when a duplex in Barangay Tulungatung in Zamboanga City collapsed mid-February.

Escalada said the respondents disregarded the NHA policies, rules and regulations on housing loan agreement.

Upon learning of the crashing incident, he directed the strict imposition of the terms and conditions of contracts between the beneficiaries and the agency.

“Review the contracts, impose the terms and conditions of contracts,” he said.

He issued a stern warning to other NHA beneficiaries not to engage in such activity, saying they would face stricter penalties.

“File a case against the awardee(s) for selling it and the buyer for destroying the property of the NHA. That will send a strong signal to all living in that particular place,” he said.

The duplex was part of the 383 housing units built by the NHA under the Zamboanga City road map to recovery and reconstruction.
