A resolution seeking to turn Senate into a separate constituent assembly (ConAss) is set to be filed next week.
In a press briefing today, Senator Panfilo Lacson said, he will make the move on Monday.
He explained the Senate should not join the House of Representatives in a joint session as lawmakers amend the 1987 Constitution.
Lacson said the voice of the Senators will just be drown out if they will participate in a joint session.
He noted there are only 24 senators compared to the 300 House members.
As a result, proposals coming from the Senate will be not be heard and the role of senators will become irrelevant.
Lacson also noted computing three-fourths of the vote when all members of the two chambers of Congress are present will be confusing.
