Scene of the Crime Operatives (SOCO) of the Philipine National Police (PNP) are conducting an investigation inside a Vietnamese fishing boat.

This is the vessel that was off the coast of Bolinao, Pangasinan when it was shot by a crew of the Philippine Navy last September 23.

The incident resulted in the death of two Vietnamese fishermen.

Five others were arrested.

The shooting took place following a chase of the boat by the Philippine Navy within the so-called Philippine exclusive economic zone.

SOCO is inspecting the Vietnamese boat docked at the port of Sual, Pangasinan to determine whether or not excessive force was used against the Vietnemase fishermen.

The law says the Philippine Navy was not supposed to fire at fishermen caught illegal fishing.

International laws prescribe the use of water cannons to drive away illegal fishermen.
