Laguna 1st Dist. Rep. Arlene B. Arcillas reads to children in fairy tale costumes as the province celebrated International Literacy Day on Sept. 8. Arcillas said: ‘Reading to these kids is only half the fun. Encourage them to read and learn from books and you are giving them a priceless gift—the gift of knowledge! It gives me so much joy to celebrate Literacy Day each year!’
