Cavite launches Community Mobilization Project

In response to the current peace and order issues and concerns, the Community Mobilization Project, and the Coalition of Force Multipliers and Community-Based Advocacy Group were launched recently at the Provincial Gymnasium here at Trece Martires City in Cavite.

The project is a joint effort of the Provincial Government of Cavite, Cavite Mayors’ League, Liga ng mga Barangay, Department of the Interior and Local Government-Cavite and Cavite Police Provincial Office. 

Cavite Governor Jesus Crispin ‘Boying’. Remulla led the signing of Memorandum of Agreement with Carmona Mayor Dahlia A. Loyola, Cavite Mayors’ League President; Francisco Paolo P. Crisostomo, ABC Provincial Federation President, Police Senior Supt. Arthur V. Bisnar and Police Director Allan V. Benitez, Department of the Interior and Local Government Region 4A Director Manuel Gotis, CESO III, and Calabarzon Police Regional Director Chief Supt. Ma. O R. Aplasca served as witnesses.

The launching was attended by personalities from national and local government units, religious sectors, anti-crime groups, academe, coalition of force multipliers and advocacy groups from the different cities and municipalities, stakeholders and key officers of the Philippine National Police Regional Office and Provincial Headquarters. 

Aplasca discussed the project overview, where the Philippine National Police, in partnership with the different public and private sectors and other stakeholders, intends to mobilize the Calabarzon communities to establish a strong and sustainable community defense system against lawlessness and criminality by eliminating one or more elements of crime: motives; instrumentality and opportunity.

Aplasca cited other threats to peace and order and general strategy to crime prevention and solution. The Alsa Masa in Davao and the Boholanons community support when the Abu Sayyaf group threatened to kidnap some tourists were given as examples of crime prevention because of effective law enforcement support since people were motivated, disciplined and values oriented.

The commitment for the implementation of Community Mobilization Project and commitment of support to PNP’s efforts on crime prevention and solution program were signed by all participants. One motorcycle unit was later turned over by Gov. Boying Remulla to the PNP by giving the symbolic key to Aplasca. The motorcycle unit is PGC’s commitment of support to the PNP’s crime prevention program.

An ecumenical prayer was led by Bishop Arnold D. Arellano, Advisory Council-Cavite PPO, Rev. Father Marcel Gonzales and Imam Ustadj Ibrahim Macabayao. DILG-Cavite Provincial Director Allan Benitez acknowledged all the participants and Senior Superintendent Arthur V, Bisnar gave his welcome remarks.
