QC sets trike rules 3 years after ordinance passed

The Quezon City government is now ready to implement City Ordinance 2337 of 2014 or the Quezon City Tricycle Management Code, three years after its passages, after its implementing rules and regulations have been finalized.

Peter Aumentado, Tricycle Franchising Board assistant head, said the city government has implemented the one-strike policy against colorum tricycles in violation of City Ordinance 2337.

He said while the ordinance was enacted in 2014, its IRR was finalized only last month. Its implementation has started on Aug. 1, he added.

The city’s Department of Public Order and Safety has seized over a hundred tricycle units during its anti-colorum operations.

Mayor Herbert Bautista directed the DPOS chief, retired police general Elmo San Diego, and Aumentado to strictly implement the tricycle management code due to mounting complaints from the city’s residents and legitimate tricycle operators.

Under the one-strike policy, illegal tricycles shall be confiscated on the first offense and fined P3,000. They will be brought to the impounding area on Roces Avenue, while the sidecar will be crushed and destroyed.

Robert Manuel dela Cruz, TRU officer in charge, said the city government has decided to destroy the confiscated sidecars to prevent their further use.

According to the city government, the city has about 5,000 illegal tricycles, while 26,400 tricycles are franchised and registered.
