Funding for traffic crisis OKd

THE head of the House of Representatives’ committee on appropriations said Friday his committee had approved the financing for House Bill 3 or the proposed “Traffic Crisis Act” that will grant emergency powers to President Rodrigo Duterte to solve the traffic problem in the country.

“We have to equip the President with the necessary powers to address the immense and growing traffic dilemma, which affects not only Metro Manila but most of the country’s urban centers,” Davao City Rep. Karlo Alexei Nograles said.

House Bill 3 was earlier passed by the House committee on transportation led by Catanduanes Rep. Cesar Sarmiento.

Nograles said the traffic gridlock in Metro Manila and in the other urban centers had become a national emergency that needed extraordinary measures to solve. 

He said he believed the proposed Traffic Crisis Act and other vital legislation would be passed quickly at the plenary after the President’s State of the Nation Address on July 24 and the opening of the 17th Congress’ Second Regular Session on the same date.
