JG, Filinvest ready to expand Clark airport

The consortium of JG Summit Holdings Inc. and Filinvest Development Corp. said they can complete a brand-new world-class airport in Clark Freeport Zone in Pampanga by 2020.

Filinvest said the group submitted its unsolicited proposal in July last year after the government announced that it was open to accepting unsolicited proposals for infrastructure projects.

Transportation Undersecretary for aviation Roberto Lim had said the agency was currently evaluating the P187-billion Clark airport development project submitted by JG-Filinvest Group.

“With early completion in mind, our unsolicited proposal is based on the Aeroport de Paris Masterplan prepared for Clark International Airportlast 2015  in order to fast track its development. The new CIA will serve the residents of central and northern Luzon and at the same time help ease congestion at NAIA,” it said.

The group submitted its proposal with the objective of fully complying with the requirements of the Build Operate and Transfer law.

Under the BOT Law, only complete proposals will be given due course and entertained.

The group said the 50-year concession would start with an initial capacity for 8 million passengers compared to the existing traffic of 1 million.

The master plan allows the CIA to expand its terminals and runways to easily accommodate for the traffic growth over the next 50 years. 

The consortium committed to a robust and regular capacity augmentation program to insure the CIA would continually meet the passenger service performance standards of world-class airports.

A similar unsolicited proposal to develop the Clark airport was submitted by India’s GMR Infrastructure Ltd. and Megawide Construction Corp. on July 27, 2016.

Airlines operating in Clark include Qatar Airways, Cebu Pacific, Tigerair Air, Jin Air, Asiana Airlines, Dragon Air, Air Asia Berhad and Emirates Airlines. 

These airlines mount flights to Hong Kong, Singapore, Bangkok, Macau, Pudong, Incheon, Doha, Dubai, Davao, Cebu and Kalibo.
