Emergency MRT contract

The Transportation Department said Wednesday it secured an approval from the Government Procurement Policy Board to work out an emergency procurement for a three-year maintenance contract for Metro Rail Transit Line 3.

“We were given the go signal by the GPPB last to pursue this mode of negotiated procurement. We’re targeting to award the contract within the year, and to have the new maintenance provider begin its services in January next year,” Transport Secretary Joseph Emilio Abaya said.

Emergency procurement is the purchase of goods and services, without formal advertising and price competition, in order to implement urgent programs and projects.

The GPPB unanimously approved the application of the Transportation Department to resort to the negotiated mode of procurement on  Aug. 20, pursuant to Section 53.2 of the implementing rules and regulations of the Procurement Law.

This was in recognition of the urgent need to address the railway’s maintenance requirements, according to the agency.
