The Metropolitan Manila Development Authority (MMDA) and the Land Transportation Office (LTO) have signed a memorandum of agreement to strengthen traffic law enforcement in the National Capital Region through system integration.
The agreement signed Monday by MMDA Chairman Romando Artes and LTO Assistant Secretary Markus Lacanilao centers on linking the agencies’ systems using the LTO’s Land Transportation Management System (LTMS) platform.
The integration is expected to enhance data sharing and streamline the handling of traffic violations, from apprehension of motorists to the settlement of fines.
Under the agreement, the MMDA will align its systems and processes with the LTMS, including its demerit point system, adjudication and appeal procedures, and payment options. Authorities said safeguards will be in place to ensure due process for motorists.
The deal also clarifies that only LTO-deputized enforcers are authorized to confiscate driver’s licenses, addressing potential confusion during roadside enforcement.
As part of the arrangement, the MMDA and local government units (LGUs) will directly upload apprehension data to the LTMS, which will serve as the central repository of all traffic violation records. Officials said this will speed up data processing and improve monitoring of driver-violators.
Artes welcomed the agreement, saying it would help improve enforcement of traffic laws.
“The agreement is a significant step towards promoting a more efficient and integrated system for traffic law enforcement, including the implementation of a demerit point system against violators,” he said.
Artes added that the initiative aims to consolidate traffic violation records, strengthen enforcement, and ensure accountability among motorists through a more structured system.
Under the agreement, the MMDA and LGUs are tasked with meeting technical and administrative requirements such as system accreditation, data privacy compliance, and training of traffic enforcers.
The LTO, for its part, will oversee the provision of system access and technical guidelines to ensure proper implementation of the integrated platform.
